General Fill (Rock and Dirt Fill) for Site Filling and Raising

General Fill is the most affordable way to add volume to a project on the Big Island. It is a loose, unsorted mix of rock and dirt straight from the source, with no fixed size and no set ratio between the two, so the rock varies from one part of the load to the next. That rough, natural blend is exactly what makes it the right call when the goal is simply to add bulk, raise low ground, build up a low-lying site, or pack out large holes and old excavations where a clean, graded material would be a waste of money.

Because the mix carries soil and the rock is uneven, General Fill is meant for bulk filling rather than as a finished surface or a compacted base. It does not lock together the way a graded base course does, so it is best placed as a lower lift and then capped with 6 Inch Minus or a base course wherever the surface needs to be firm and stable. Plan to move and spread it with heavy equipment such as an excavator or loader, since this is volume material rather than something you shovel by hand.

It also pays to match the fill to the job before it arrives. On wet, windward sites where water tends to sit, a soil-heavy fill holds moisture, so talk through your plan with your contractor and decide whether General Fill belongs at the base of the build or whether a cleaner rock is the better fit for that layer. Used in the right place, it is the lowest-cost way to gain elevation and volume.
